Issue: Cloud saves refuse to sync, trapping you in 2013 Los Santos.
Fix:

Rename Social Club Folder: Navigate to C:\Users\[YOU]\Documents\Rockstar Games > Rename to Social Club_OLD.
Flush DNS: Command Prompt > ipconfig /flushdns.
